Dr. Magtoto is currently the Deputy Administrator of the National Dairy Authority (NDA).

From 2014-2020, he worked in Papua New Guinea (PNG) with the National Agriculture Quarantine and Inspection Authority (NAQIA). He was Focal Point for Veterinary Products and Animal-Associated Antimicrobial Assistance, and later as Biosecurity Officer then as veterinarian for the Niugini Island Region in- charge on the effective delivery of the National Agriculture Quarantine and Inspection Agency Veterinary Services. He worked with international animal health partners such as the United States of Army Veterinary Mission during the US Navy Mercy Ship Pacific Partnership in 2015 and with Australian Veterinarians of the Department of Agriculture and Water Resources in 2017 for a collaborative Animal Health Survey in PNG. In 2019, he was a Visiting Veterinarian of Australia Department of Agriculture at the Ilimo Milk Dairy Farm, a mega tropical dairy farm in PNG.

He assisted in crafting implementation and monitoring of PNG Annual Health Plans, he conducted meta-studies on Animal Health, and a visiting Meat Inspector and Abattoir Auditor. He was also tapped as University Lecturer, Meat Inspector, and Acting Farm Manager at the University of Natural Resources and Environment.

He first worked as Beterinaryo ng Baryo, then Asst. Manager of San Gabriel AgroVet Center, and Veterinarian of Swift Foods Inc., Phil. where he designed and implemented Animal Health Programs and trained farm supervisors.
