Most Distinguished Alumnus in Seeds Systems Development and Management

As Senior Scientist on Seed Systems at the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in India from 2008- 2016, he led the sustenance of quality seeds of field legumes such as pigeon pea, groundnut, and chickpea in India, Africa, and the Philippines, and authored a book entitled ‘Lifting the Level of Awareness on Pigeon pea: A Global Perspective’ which was launched by Dr. MS Swaminathan, dubbed as India’s ‘Father of Green Revolution. With his expertise in Seed Systems, he became an Honorary Board Member of the Green Farming International Journal of Applied Agricultural and Horticultural Sciences in 2011.

Upon his return to the Philippines, he became Dean of the College of Agriculture Systems and Technology at Pampanga State Agricultural University, then Chair of the R&D Proposal Preparation at DMMMSU. At the same time, he was Special Adviser for Research and Seed System in the Bureau of Plant Industry, Director of the Special Area for Agricultural Development Program then as Officer-in-Charge of the Bureau of Fisheries and Standard (BASF) for a short stint.

Dr. Mula authored and co-authored more than 150 books, articles, monographs, and paper presentations. At present, he is the Deputy Director of the Pesticide and Fertilizer Authority (PFA). He married fellow alumni and batch mate in college, Ms. Rosana Payongayong.
