He wanted to be a priest but heeded the advice of the school rector to take agriculture at UP College of Agriculture (UPCA). Being an independent farmer in high school, he finished agriculture as a working student. After graduation, he was employed by UPCA and organized the first seminar-workshop on “Advances in Vegetable Research and Extension” which led to the birth of the Society for the Advancement of Vegetable Industry .

From UPCA, he transferred to the Development Bank of the Philippines (DBP). As head, the Baguio DBP branch was always Top 3 nationwide. He wrote the DBP Manual on Project Supervision. With his performance, he was recruited by the Federated States of Micronesia Development Bank (FSMDB).

He helped FSMDB improve its lending operations rewrote its lending manual, and conducted capacity building in its four branches. At one time, he gave lectures to State senators on development banking and the House Speaker gave him a commendation. He also represented the Micronesian bank on project evaluation and management by the Economic Development Institute of the World Bank in Washington D.C.

After retirement, Leo joined the United States Department of Agriculture in Micronesia while his CEO boss became President of Micronesia.
At the same time, he and his wife Arcadia Santos facilitated the employment of Filipinos.

Leo served on the BSU Board of Regents as President of the BSU Alumni Association from 1980-1983 and from 2000-2001.
