She entered politics in 1988 as Councilor of Sablan, Benguet, and as the first elected woman Board Member of Benguet for two terms (1992- 1998). Being the No. 1 Board Member, she was appointed Vice Governor when it was vacated, and on some occasions as OIC Governor. She was given an award by the Asia Pacific Youth Outreach and Development, Inc. as Model Lady Government Official.

As Councilor, she helped establish the first public high school in Sablan, the Benengbeng High School, and the construction of HEDCOR Ampukaw Mini-Hydro. She was Interim President of the Philippine Councilors League in Benguet and representative of the Ibaloy tribe in the Cordillera Regional Assembly.

As Board Member, she chaired the InterAgency Task Force on “Save the Vegetable Industry” which safeguarded the undue trading practices and illegal importation of vegetables. She initiated the OTOP (One-Town One Product) markers, a signatory to the modernization of Benguet General Hospital, and represented Benguet in the International Forum on “Women in Politics”.

After politics, she ventured into cut flower production. She taught farmers to grow quality cut flowers and became the adviser of the Benguet Cutflower Federation. She was then awarded Distinguished Entrepreneur by her mother college, the BSU-CHET Alumni Association.

Vicky is married to Chester Lee B. Alipit, who was Alumni President from 1987-1997. They have four children, all of them are BSU alumni.
