As Vice President for Research, Extension, and Innovation at Pangasinan State University (PSU), Dr. Cenas initiated a partnership with LGUs and farmers in Pangasinan to boost the agriculture industry by undertaking massive organic Moringa Production in response to the Covid19 pandemic. He also spearheaded the conduct of Rapid Appraisal of Pangasinan’s 48 LGUs to develop a framework model for implementing the Mandanas Ruling.
To attain PSU’s millennial goals and that of Region 1’s, he conceptualized projects that were institutionalized. Among them is the building of PSU’s Statistics Center, Solid Freeform Fabrication Research Laboratory for a competitive wood and metal industry, Data Analytic Center as a decision support mechanism in managing a business, and Nipa Sap Feedstock Distiller for the production of alcohol.
He was instrumental in the establishment of the Advanced Salt Innovation Center to rehabilitate and preserve as a cultural heritage the Salt Industry in Pangasinan. For his aspiration that Sampaguita, the national flower, will be available to all Filipinos, he initiated a Sampaguita Research and Development Program. And, as an engineer, he collaborated with LGUs in designing the Municipal Halls and rehabilitation of century-old structures such as the 300-year-old Salasa Church.
Apart from being a researcher and extension worker, Dr. Cenas write books and design computer information systems. With exemplary performance, he was given various awards. Dr. Cenas is Professor V at PSU, a professional Agricultural Engineer, statistician, and a mathematician.
